Los Gobiernos signatarios, Miembros del Consejo de Europa,<\/p>\r\n

Resueltos a tomar medidas adecuadas para asegurar la garant\u00eda colectiva de derechos y libertades distintos de los que ya figuran en el T\u00edtulo I del Convenio para la Protecci\u00f3n de los Derechos Humanos y de las Libertades Fundamentales<\/a>, firmado en Roma el 4 de noviembre de 1950 (denominado en adelante \u00abel Convenio\u00bb),<\/p>\r\n

Han convenido lo siguiente:<\/p><\/div><\/div>\r\n

Art\u00edculo 1
\r\nProtecci\u00f3n de la propiedad<\/h2><\/div>
\r\n

Toda persona f\u00edsica o jur\u00eddica tiene derecho al respeto de sus bienes. Nadie podr\u00e1 ser privado de su propiedad sino por causa de utilidad p\u00fablica y en las condiciones previstas por la ley y los principios generales del Derecho Internacional.<\/p>\r\n

Las disposiciones precedentes se entienden sin perjuicio del derecho que tienen los Estados de dictar las leyes que estimen necesarias para la reglamentaci\u00f3n del uso de los bienes de acuerdo con el inter\u00e9s general o para garantizar el pago de los impuestos, de otras contribuciones o de las multas.<\/p><\/div><\/div>\r\n

Art\u00edculo 2
\r\nDerecho a la educaci\u00f3n<\/h2><\/div>
\r\n

A nadie se le puede negar el derecho a la educaci\u00f3n. El Estado, en el ejercicio de las funciones que asuma en el campo de la educaci\u00f3n y de la ense\u00f1anza, respetar\u00e1 el derecho de los padres a asegurar esta educaci\u00f3n y esta ense\u00f1anza conforme a sus convicciones religiosas y filos\u00f3ficas.<\/p><\/div><\/div>\r\n

Art\u00edculo 3
\r\nDerecho a elecciones libres<\/h2><\/div>
\r\n

Las Altas Partes Contratantes se comprometen a organizar, a intervalos razonables, elecciones libres con escrutinio secreto, en condiciones que garanticen la libre expresi\u00f3n de la opini\u00f3n del pueblo en la elecci\u00f3n del cuerpo legislativo.<\/p><\/div><\/div>\r\n

Art\u00edculo 4
\r\nAplicaci\u00f3n territorial<\/h2><\/div>
\r\n

Toda Alta Parte Contratante podr\u00e1, en el momento de la firma o de la ratificaci\u00f3n del presente Protocolo o en cualquier momento posterior, presentar al Secretario General del Consejo de Europa una declaraci\u00f3n indicando en qu\u00e9 medida se compromete a que las disposiciones del presente Protocolo se apliquen a los territorios que se designen en dicha declaraci\u00f3n y de cuyas relaciones internacionales sea responsable.<\/p>\r\n

Toda Alta Parte Contratante que haya presentado una declaraci\u00f3n en virtud del p\u00e1rrafo anterior podr\u00e1, peri\u00f3dicamente, presentar una nueva declaraci\u00f3n que modifique los t\u00e9rminos de cualquier declaraci\u00f3n anterior o que ponga fin a la aplicaci\u00f3n del presente Protocolo en un territorio cualquiera.<\/p>\r\n

Una declaraci\u00f3n formulada conforme al presente art\u00edculo se considerar\u00e1 hecha de conformidad con el p\u00e1rrafo 1 del art\u00edculo 56 del Convenio<\/a>.<\/p><\/div><\/div>\r\n

Art\u00edculo 5
\r\nRelaci\u00f3n con el Convenio<\/h2><\/div>
\r\n

Las Altas Partes Contratantes considerar\u00e1n los art\u00edculos 1, 2, 3 y 4 del presente Protocolo como art\u00edculos adicionales al Convenio<\/a> y todas las disposiciones del Convenio se aplicar\u00e1n en consecuencia.<\/p><\/div><\/div>\r\n

Art\u00edculo 6
\r\nFirma y ratificaci\u00f3n<\/h2><\/div>
\r\n

El presente Protocolo estar\u00e1 abierto a la firma de los Miembros del Consejo de Europa, signatarios del Convenio<\/a>; ser\u00e1 ratificado al mismo tiempo que el Convenio o despu\u00e9s de la ratificaci\u00f3n de \u00e9ste. Entrar\u00e1 en vigor tras del dep\u00f3sito de diez instrumentos de ratificaci\u00f3n. Para todo signatario que lo ratifique posteriormente, el Protocolo entrar\u00e1 en vigor a partir del momento del dep\u00f3sito del instrumento de ratificaci\u00f3n.<\/p>\r\n

Los instrumentos de ratificaci\u00f3n se depositar\u00e1n ante el Secretario General del Consejo de Europa, quien notificar\u00e1 a todos los Miembros los nombres de aquellos que lo hubieran ratificado.<\/p>\r\n

Hecho en Par\u00eds, el 20 de marzo de 1952 en franc\u00e9s<\/a> e ingl\u00e9s<\/a>, siendo ambos textos igualmente aut\u00e9nticos, en un solo ejemplar, que se depositar\u00e1 en los archivos del Consejo de Europa.
