Nj\u00eb organizat\u00eb nuk mund t\u2019i paraqes\u00eb Komitetit nj\u00eb komunikim individual.<\/div>\n<div class=\"ec-flow-item\">Komiteti shqyrton vet\u00ebm komunikime p\u00ebr shkelje t\u00eb t\u00eb drejtave dhe lirive t\u00eb parashikuara n\u00eb <a href=\"https:\/\/europeancourt.org\/sq\/dokumentet\/okb\/pakti-nd\u00ebrkomb\u00ebtar-p\u00ebr-t\u00eb-drejtat-civile-dhe-politike\/\" title=\"Pakti Nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb Drejtat Civile dhe Politike\">Paktin nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb drejtat civile dhe politike<\/a>. Megjithat\u00eb, Komiteti nuk ka burime t\u00eb mjaftueshme p\u00ebr t\u00eb shqyrtuar n\u00eb themel t\u00eb gjitha pretendimet q\u00eb formalisht mund t\u00eb p\u00ebrfshihen n\u00eb fush\u00ebn e Paktit. Prandaj, sipas praktik\u00ebs s\u00eb publikuar t\u00eb Komitetit, paraqitja e nj\u00eb komunikimi ka kuptim praktik para s\u00eb gjithash kur ai ka si objekt nj\u00eb nga \u00e7\u00ebshtjet e m\u00ebposhtme:<\/div>\n<ul class=\"ec-list\">\n<li class=\"ec-list-item\">privimi arbitrar nga jeta ose rreziku real i nj\u00eb privimi t\u00eb till\u00eb, p\u00ebrfshir\u00eb dh\u00ebnien ose ekzekutimin e nj\u00eb d\u00ebnimi me vdekje n\u00eb kund\u00ebrshtim me Paktin, si edhe zhdukja me forc\u00eb;<\/li>\n<li class=\"ec-list-item\">tortura, trajtimi ose d\u00ebnimi mizor, \u00e7njer\u00ebzor ose posht\u00ebrues, mungesa e nj\u00eb hetimi efektiv t\u00eb k\u00ebtyre veprimeve, si edhe p\u00ebrdorimi n\u00eb procedur\u00eb i pranimeve t\u00eb faj\u00ebsis\u00eb ose i d\u00ebshmive t\u00eb tjera t\u00eb marra n\u00ebn tortur\u00eb ose n\u00ebn nj\u00eb form\u00eb tjet\u00ebr shtr\u00ebngimi;<\/li>\n<li class=\"ec-list-item\">privimi arbitrar nga liria ose mbajtja e zgjatur n\u00eb ndalim pa kontroll gjyq\u00ebsor efektiv;<\/li>\n<li class=\"ec-list-item\">d\u00ebbimi, deportimi ose ekstradimi kur ekziston nj\u00eb rrezik real p\u00ebr privim arbitrar nga jeta, tortur\u00eb, trajtim ose d\u00ebnim mizor, \u00e7njer\u00ebzor ose posht\u00ebrues;<\/li>\n<li class=\"ec-list-item\">p\u00ebrndjekja p\u00ebr shkak t\u00eb shprehjes s\u00eb mendimeve, veprimtaris\u00eb gazetareske, veprimtaris\u00eb p\u00ebr mbrojtjen e t\u00eb drejtave t\u00eb njeriut, veprimtaris\u00eb politike ose fetare, pjes\u00ebmarrjes n\u00eb tubime paq\u00ebsore, krijimit t\u00eb shoqatave ose pjes\u00ebmarrjes n\u00eb veprimtarin\u00eb e tyre;<\/li>\n<li class=\"ec-list-item\">pengimi i pajustifikuar i pjes\u00ebmarrjes n\u00eb zgjedhje;<\/li>\n<li class=\"ec-list-item\">kufizimi diskriminues i t\u00eb drejtave p\u00ebr shkak t\u00eb rac\u00ebs, ngjyr\u00ebs, seksit, gjuh\u00ebs, orientimit seksual, fes\u00eb, bindjeve politike ose t\u00eb tjera, origjin\u00ebs komb\u00ebtare ose shoq\u00ebrore apo \u00e7do gjendjeje tjet\u00ebr;<\/li>\n<li class=\"ec-list-item\">nd\u00ebrhyrja arbitrare ose e paligjshme n\u00eb jet\u00ebn private dhe familjare, p\u00ebrfshir\u00eb ndarjen e familjes;<\/li>\n<li class=\"ec-list-item\">kufizimi i s\u00eb drejt\u00ebs s\u00eb personave q\u00eb u p\u00ebrkasin pakicave etnike, fetare ose gjuh\u00ebsore p\u00ebr t\u00eb g\u00ebzuar kultur\u00ebn e tyre, p\u00ebr t\u00eb ushtruar fen\u00eb e tyre dhe p\u00ebr t\u00eb p\u00ebrdorur gjuh\u00ebn amtare, si edhe i s\u00eb drejt\u00ebs s\u00eb popujve autokton\u00eb p\u00ebr t\u00eb jetuar sipas m\u00ebnyr\u00ebs s\u00eb tyre tradicionale.<\/li>\n<\/ul>\n<div class=\"ec-flow-item\">N\u00ebse komunikimi ka t\u00eb b\u00ebj\u00eb vet\u00ebm me shkeljen e s\u00eb drejt\u00ebs p\u00ebr nj\u00eb proces t\u00eb drejt\u00eb, ai ka kuptim praktik vet\u00ebm n\u00eb rast t\u00eb arbitraritetit t\u00eb duksh\u00ebm ose t\u00eb mohimit flagrant t\u00eb drejt\u00ebsis\u00eb \u2013 p\u00ebr shembull, kur personi \u00ebsht\u00eb privuar faktikisht nga qasja n\u00eb gjykat\u00eb, nga mund\u00ebsia p\u00ebr t\u2019u mbrojtur ose nga e drejta q\u00eb \u00e7\u00ebshtja e tij t\u00eb shqyrtohet nga nj\u00eb gjykat\u00eb e pavarur dhe e paanshme. N\u00eb raste t\u00eb tjera, shkelje t\u00eb ve\u00e7anta t\u00eb k\u00ebsaj t\u00eb drejte mund t\u00eb ken\u00eb r\u00ebnd\u00ebsi p\u00ebr Komitetin vet\u00ebm n\u00ebse lidhen drejtp\u00ebrdrejt me nj\u00eb nga \u00e7\u00ebshtjet q\u00eb renditen m\u00eb sip\u00ebr si objekte t\u00eb komunikimit.<\/div>\n<div class=\"ec-flow-item\">N\u00ebse e nj\u00ebjta \u00e7\u00ebshtje po shqyrtohet aktualisht nga GJEDNJ-ja ose nga nj\u00eb organ tjet\u00ebr nd\u00ebrkomb\u00ebtar, nuk mund t\u2019i paraqitet Komitetit nj\u00eb komunikim individual p\u00ebr t\u00eb nj\u00ebjt\u00ebn \u00e7\u00ebshtje. N\u00ebse GJEDNJ-ja e ka p\u00ebrfunduar tashm\u00eb shqyrtimin e s\u00eb nj\u00ebjt\u00ebs \u00e7\u00ebshtje, Komitetit mund t\u2019i paraqitet nj\u00eb komunikim individual vet\u00ebm kund\u00ebr nj\u00eb shteti p\u00ebrball\u00eb t\u00eb cilit, n\u00eb kolon\u00ebn \u00abKDNJ-OKB pas GJEDNJ-s\u00eb\u00bb t\u00eb <a href=\"https:\/\/europeancourt.org\/sq\/dokumentet\/okb\/pakti-nd\u00ebrkomb\u00ebtar-p\u00ebr-t\u00eb-drejtat-civile-dhe-politike\/protokoll-shtes\u00eb-i-paktit-nd\u00ebrkomb\u00ebtar-p\u00ebr-t\u00eb-drejtat-civile-dhe-politike\/#ratifications\" title=\"Protokoll shtes\u00eb i paktit nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb drejtat civile dhe politike\">tabel\u00ebs s\u00eb Protokollit t\u00eb par\u00eb shtes\u00eb<\/a>, \u00ebsht\u00eb sh\u00ebnuar \u00abpo\u00bb.<\/div>\n<div class=\"ec-flow-item\">\u00c7mimi i p\u00ebrgatitjes s\u00eb nj\u00eb komunikimi individual varet nga koha q\u00eb do t\u00eb k\u00ebrkoj\u00eb kjo pun\u00eb. Diapazoni \u00ebsht\u00eb shum\u00eb i gjer\u00eb: nga disa qindra euro, kur puna mund t\u00eb p\u00ebrfundoj\u00eb brenda dy ose tre or\u00ebsh, deri n\u00eb 10 000 euro e m\u00eb shum\u00eb, kur nevojiten dhjet\u00ebra or\u00eb. Kjo koh\u00eb nevojitet p\u00ebr t\u00eb shqyrtuar dokumentet, p\u00ebr t\u00eb ve\u00e7uar faktet ky\u00e7e, p\u00ebr t\u00eb gjetur dhe analizuar t\u00eb gjith\u00eb praktik\u00ebn aktuale t\u00eb Komitetit p\u00ebr shqyrtimin n\u00eb themel dhe pranueshm\u00ebrin\u00eb e secilit pretendim t\u00eb mundsh\u00ebm, p\u00ebr t\u00eb formuluar mbi k\u00ebt\u00eb baz\u00eb vet\u00eb pretendimet, p\u00ebr t\u00eb argumentuar \u00e7do shkelje dhe pranueshm\u00ebrin\u00eb e \u00e7do pretendimi dhe, m\u00eb pas, p\u00ebr t\u2019i paraqitur t\u00eb gjitha k\u00ebto n\u00eb komunikimin individual shkurt, qart\u00eb dhe pa kund\u00ebrth\u00ebnie.<\/div>\n<div class=\"ec-flow-item\">Sa koh\u00eb do t\u00eb k\u00ebrkoj\u00eb puna pik\u00ebrisht n\u00eb rastin tuaj dhe, rrjedhimisht, sa do t\u00eb kushtoj\u00eb p\u00ebrgatitja e komunikimit individual, mund ta p\u00ebrcaktoj vet\u00ebm n\u00eb baz\u00eb t\u00eb dokumenteve. Paraqitni t\u00eb gjitha vendimet q\u00eb kund\u00ebrshtoni dhe dokumentet e tjera ku pasqyrohen masat q\u00eb kund\u00ebrshtoni, t\u00eb gjitha parashtresat drejtuar organeve komb\u00ebtare, p\u00ebrfshir\u00eb gjykatat, n\u00eb t\u00eb cilat k\u00ebto pretendime jan\u00eb ngritur n\u00eb thelb, si edhe t\u00eb gjitha vendimet p\u00ebr k\u00ebto parashtresa. N\u00ebse i jeni drejtuar GJEDNJ-s\u00eb ose nj\u00eb organi tjet\u00ebr nd\u00ebrkomb\u00ebtar p\u00ebr t\u00eb nj\u00ebjt\u00ebn \u00e7\u00ebshtje, paraqitni edhe t\u00eb gjitha dokumentet q\u00eb lidhen me at\u00eb procedur\u00eb. N\u00ebse i keni tashm\u00eb n\u00eb form\u00eb elektronike t\u00eb gjitha materialet e \u00e7\u00ebshtjes, \u00ebsht\u00eb m\u00eb mir\u00eb t\u2019i paraqitni t\u00eb gjitha menj\u00ebher\u00eb. Mos kini frik\u00eb t\u00eb paraqitni dokumente t\u00eb tep\u00ebrta dhe mos kini frik\u00eb se mund t\u00eb lini pa bashk\u00ebngjitur di\u00e7ka: n\u00ebse, pasi t\u00eb shqyrtoj at\u00eb q\u00eb m\u00eb keni d\u00ebrguar, do t\u00eb m\u00eb duhen dokumente shtes\u00eb, do t\u2019jua k\u00ebrkoj.<\/div>\n<div class=\"ec-flow-item\">Zakonisht i p\u00ebrgjigjem k\u00ebrkes\u00ebs p\u00ebr \u00e7mimin e p\u00ebrgatitjes s\u00eb nj\u00eb komunikimi individual brenda nj\u00eb jave pasi t\u00eb kem marr\u00eb t\u00eb gjitha dokumentet dhe informacionin e nevojsh\u00ebm.<\/div>\n<div class=\"ec-flow-item\">N\u00ebse arrij n\u00eb p\u00ebrfundimin se ka perspektiva t\u00eb arsyeshme p\u00ebr t\u2019iu drejtuar Komitetit, do t\u2019ju njoftoj \u00e7mimin e sakt\u00eb t\u00eb p\u00ebrgatitjes s\u00eb komunikimit individual, duke marr\u00eb parasysh pretendimet q\u00eb ia vlen t\u00eb parashtrohen, dhe do t\u2019ju shkruaj shum\u00eb shkurt se cilat pretendime nuk ia vlen t\u00eb parashtrohen. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb do t\u2019ju d\u00ebrgoj marr\u00ebveshjen p\u00ebr p\u00ebrgatitjen e komunikimit. Pagesa mund t\u00eb b\u00ebhet me transfert\u00eb bankare n\u00eb llogarin\u00eb time n\u00eb Zvic\u00ebr ose n\u00eb m\u00ebnyra t\u00eb tjera, n\u00eb var\u00ebsi t\u00eb vendit nga b\u00ebhet pagesa. N\u00eb p\u00ebrfundim t\u00eb pun\u00ebs, me email do t\u00eb merrni tekstin e komunikimit individual, shtojcat e p\u00ebrgatitura p\u00ebr komunikimin dhe shpjegime se si t\u2019ia d\u00ebrgoni t\u00eb gjitha Komitetit. P\u00ebrfaq\u00ebsimi para Komitetit dhe \u00e7do pun\u00eb tjet\u00ebr p\u00ebr \u00e7\u00ebshtjen nuk p\u00ebrfshihen n\u00eb \u00e7mimin e p\u00ebrgatitjes s\u00eb komunikimit. N\u00ebse arrij n\u00eb p\u00ebrfundimin se nuk ka asnj\u00eb perspektiv\u00eb t\u00eb arsyeshme p\u00ebr t\u2019iu drejtuar Komitetit, do t\u2019ju njoftoj vet\u00ebm p\u00ebr k\u00ebt\u00eb.<\/div>\n<div class=\"ec-flow-item\">Ky sh\u00ebrbim qartazi nuk \u00ebsht\u00eb p\u00ebr ju n\u00ebse mund t\u00eb pajtoheni me bindje me cil\u00ebndo nga pohimet e m\u00ebposhtme:<\/div>\n<ul class=\"ec-blocker-list\">\n<li><span class=\"wpcf7-form-control-wrap ec-shell-checkbox-wrap\"><span class=\"wpcf7-form-control wpcf7-acceptance
